How we contract, what we complete for your vendor file, and what we do not currently hold. Our fixed-scope engagements are sized with small-purchase thresholds in mind.
How we contract
Direct contract
We contract directly with the agency. For engagements under your small-purchase or discretionary threshold, that is usually the whole process, and our fixed-scope engagements are deliberately sized with that in mind.
Your registration process, completed by us
Vendor registration, tax documentation, insurance certificates, conflict disclosures, and accessibility documentation: send us the pack and we complete it. We do not ask an agency to smooth a process on our behalf.
Competitive procurement
We respond to solicitations, and we tell you plainly where we are not the right respondent. Where we wrote the requirements, we do not bid the build: see our independence rules.
Cooperative and shared purchasing
Where your agency buys through a cooperative agreement or a shared services arrangement we do not currently hold, tell us which one. We will say whether we can join it in a useful timeframe rather than claiming a vehicle we do not have.
What happens when scope changes
Scope changes on nearly every project. We manage changes through a documented approval process, so your agency sees the cost of a change before any work happens.
The change is documented
Anything outside the written scope is raised as a change request, in writing, as soon as we identify it.
The change is priced
You receive the cost and the schedule impact in writing before any work on the change starts.
Your agency decides
You can approve, defer, or decline the change. Declining does not affect the rest of the engagement.
No work proceeds without approval
No change is built or billed without your written approval.
What your agency owns at the end
The deliverables, the source code, and the data are your agency's. Code sits in your repository from the first commit rather than arriving at handover, documentation is written to be used by someone who has never met us, and self-hosting is available at every stage, including at the end of a managed hosting agreement. There is no exit fee and nothing is held back to make leaving expensive.

What is not on this page
No contract vehicles, no registration identifiers, no certifications, and no insurance limits. A vehicle appears here when it is awarded, with its number. A certification appears when it is held, with its issuer. An insurance limit appears when a certificate can be issued against it. Until then this page stays quiet, because a credential claimed on a website is checked on the first purchase order.
If your process depends on one of them, ask before you spend time on a package. We will tell you what we hold, what we could join and in what timeframe, and where we are not the right respondent for the work you are putting out.
