Where this work starts
Data conversion is where case management projects fail, and it usually fails quietly: fields that had no home in the new system land in a notes field, a decade of dispositions arrives without the events that produced them, and nobody finds out until a clerk cannot answer a question at the counter.
The conversion is normally done by the vendor implementing the new system, which is also the party deciding what survives and declaring the result acceptable. That is a reasonable arrangement for accountability and a poor one for verification. Your agency usually has no independent check on its side of the acceptance decision.
